Track Description

A Smart City is a complex system, of interwoven ecosystems.  Each ecosystem in a true smart city has an inter-dependency on other ecosystems, be it smart energy, traffic management, smart buildings, and so on, data and services need to be shared to make the citizen experience smooth and efficient, requiring a cross industry collaborative approach. At its core is the need to balance available resources and manage their best use in providing value for citizens, industry and commercial entities, institutions, government and other stakeholders. Furthermore, Smart Cities are people-centred ecosystems, striving for improvements in the quality of life of its inhabitants, their social well-being and stimulating local economies.

Economics and regulatory aspects are playing a major role in fostering the adoption and deployment of Technology. They are a key ingredient in the decision making that translates potential into reality.

Technology advances are continuously contributing to this system. In the background, the Internet of Things (IoT) is proving that data gathering, the sensing of processes, infrastructure, and city management is a basis for improvement and innovation. New IoT capabilities are enabling real-time monitoring of conditions and the performance of city functions, which are driving subsequent analyses. This leads to greater awareness of the state of a city, resulting in a cycle of better planning and the execution of actions that can steer its evolution, improving the use of resources and the well-being of its citizens.

This WF-IoT 2019 track on Smart Cities will explore both a global and Ireland-wide view of:

  • the current status of technology;
  • services and trends;
  • people-centred vision, strategies and case studies;
  • the role of open standards in the development of integrated & federated ecosystems.

Our aim is to provide an open platform, where global smart city leaders from government, technology, academia, and business can share their expertise and interact with the audience to discuss the future we wish to chart, and the paths forward, taking into account the many alternatives unlocked by the Internet of Things.

We will be highlighting within the Smart City vertical track a People-Centric Approach to Smart Cities as an underlying theme to all the sessions, bringing together international expert speakers from:

Canada – Denmark – France – Germany – Greece – Hong Kong – India – Ireland – Italy – Morocco – Switzerland – UK – USA

The sessions will be split into 3 days with 9 sessions, as follows:

Mihai Bilauca

Dr. Mihai Bilauca is leading the development and implementation of Limerick’s Digital Strategy which aims to lay the foundation for a Smart Limerick City Region. As a result of this strategic approach Limerick has become the first Lighthouse Smart City in Ireland. Having worked for Limerick for overs 17 years Mihai is now heading the Digital Strategy and EU Programmes departments in Limerick City & County Council. Mihai worked in various roles in the ICT Management for UPC Romania, and for Limerick City Council in senior roles or heading the ICT, Change Management (organisational transformation) or Customer Services departments. Mihai is involved in standardization work for Smart Cities & Communities with international standardization organisations (ISO, CEN/CENELEC, ETSI).

In his spare time Mihai continues his academic research in smart cities, mathematical programming and optimization modelling methods and publishes in ACM and other leading computing science journals and conferences. Mihai received a Master of Science (M.Sc.), Doctor of Philosophy (Ph.D.) from University of Limerick, Ireland and the software engineering degree from “Stefan cel Mare” University of Suceava, Romania.

Rebecca Lee Hammons, Ball State University

Rebecca Hammon

Dr. Rebecca Hammons is an associate professor in the Center for Information and Communication Sciences at Ball State University. She has extensive technology industry experience in establishing and leading software quality assurance, product development lifecycle services, and project management teams. Strengths include technical leadership, process improvement and automation, predictive analytics for software, and strategic planning.

Dr. Hammons has worked for Ontario Systems, Apple, Raytheon, Tivoli Systems and Wang, in addition to several niche software firms. She is a Certified Quality Manager and Certified Software Quality Engineer with the American Society for Quality (ASQ) and a Certified Scrum Master and Certified Scrum Product Owner with Scrum Alliance. Dr. Hammons received her Ed.D. and M.A. from Ball State University and her B.A. from Michigan State University.

Her dissertation research was in self-directed learning for software quality practitioners. Current technology industry research interests include Slow Tech, Burnout Theory, Internet of Things/Smart Cities, and Gold-Collar Workers. Dr. Hammons thrives on leading organizational change initiatives and coaching individuals and teams to reach their full potential.

Vice Chair of the IEEE Internet of Things (IoT) Consortium Smart Cities Working Group

Leading technologist specializing in the creation and development of innovation technology solutions in the communications and management of services in Cultural Heritage, Tourism, and since 2015 in Business Networking.

Over the past 30 years, he has worked with museums and archaeological worldwide, including the Colosseum, Roman Forum and Pompei in Italy, the Courtauld Institute in London, and The Frick Museum and Metropolitan Museum in New York. His projects in cultural heritage and tourism have covered solutions in digital photo-archiving, reconstructions of sites using 3D virtual reality, augmented reality, and audio-visual mobile applications. In 2008, Joel Myers led a team of developers in partnership with Google Inc. (Mountainview, California) and the Universities of Virginia and UCLA in the creation of Google Earth’s first historical city layer, ancient Rome, launched with Michael Jones (CTO, Google Inc. in 2008) under the Italian Ministry of Cultural Heritage and Activities and Tourism and hosted by On. Gianni Alemanno, the Mayor of the Municipality of Rome in 2008.

His company, HoozAround Corp. is currently commercialising a mobile application called HoozAroundTM. This App offers very close-proximity networking for users to carry out business and social networking based on profile matching needs or interests in real-time, indoors and outdoors. Its aim is to bring people together that would otherwise never meet, face-to-face, in order to create new and more efficient opportunities to grow personally, socially as a city-wide community and in developing business. The app was successfully piloted at the IFA Berlin consumer electronics trade fair in 2017 and at the IEEE World Forum on IoT in February 2018 (Singapore).

Over the past few years Joel Myers has been focusing on the redefinition of the “Internet of People” exploring the goals of the smart city industry movement juxtaposed with the need for humanity to remain connected as physical people on the following 3 themes:

  1. real face-to-face connectivity: people are a city’s most important resource and by bringing them together in a more efficient and cohesive way, a city will grow exponentially, both socially and economically; physical connectivity also fights the growing issues of social isolation that are becoming more and more present in today’s cities, by helping people to meet face-to-face we move away from virtual communities when smaller distances permit it, and create real relationships within cities that offer sharing and giving back social themes, resulting in a happier population;
  2. the social consequences of increased virtualisation and automation; and
  3. the impact of automation on employment and the economy.

Under HoozAround Corp., Joel Myers has also started working together on a new concept in social credits for Smart Cities that provides awards without the possibility of negative ratings, called HooziesTM. Awards given when people meet face-to-face and carry out positive social actions. The aim is to develop a happier city through technology that promotes human interaction, relationship-building, sharing and giving back to the community, on a local, national, and international level.

The work carried out by Joel Myers has been published in international newspapers and journals such as the BBC, New York Times, Hong Times, the Hindu Times, Wired, and Forbes Magazine.

Joann is a transformative technology leader who recognized early the role of APIs and automation in achieving a true digital strategy.  Joann has led the TM Forum’s Open API initiative from concept to global success as an enabler to the zero integration economy.  Joann has significant experience leading complex large scale transformation programs for a number of global organizations.  She has a mixture of technical and management background, enjoying both equally, she has a BS in Information Technology majoring in Telecommunications from Dublin City University and MBA from Open University.

Fawzi is a visionary, thought leader, author, and entrepreneur in technology positioning, advancing the adoption of technology in serving key markets.

Fawzi spent over 35 years in the industry and held various executive and leadership positions with Tier 1 companies in the areas of communications and networks spanning service provider, equipment vendor, and semiconductor in US and Canada. Core competencies include strategic planning, Telecom Network Management based on ITU TMN, multiservice edge product release, and strategic marketing for SoC Multi-core-Multi-engine product roadmap.

Being passionate about technology & automation, Fawzi founded TelNet Management Consulting Inc. in 2009 offering professional services in the areas of technology trends, IoT/AI/5G technology positioning, and smart networking solutions development for key markets such as healthcare, mobility, energy, public safety and smart cities.

Fawzi has been a keynote & distinguished speaker, at several domestic and international conferences. He has several publications including a recent book on “Collaborative Internet of Things for Future Smart Connected Life and Business “ published by Wiley.

Fawzi has organized several domestic and international conferences and summits. The most recent GreenTech international conference of Smart City.

Fawzi is currently the vice–chair of IEEE ComSoc for NA, chair of IEEE Central Texas and Region 5 Conference Committee chair. He received several awards form Indsutry and IEEE. Most recently is 2017 IEEE Communications Society Chapter of the Year award and 2018 IEEE USA Regional Leadership Award.

Martin Brynskov

Martin BrynskovMartin Brynskov is chair of the global Open & Agile Smart Cities initiative (OASC), which encompasses more than 100 cities from 24 countries. OASC is a non-profit association based in Brussels, Belgium, and it aims to develop so-called Minimal Interoperability Mechanisms (MIMs) for cities and communities. Dr Brynskov is vice-chair of the UN ITU-T Focus Group on Data Processing and Management to support IoT and Smart Cities & Communities (FG-DPM) and chair of the Working Group on Use Cases, Requirements and Applications/Services, and Chair of the Danish Standards Committee on Smart Cities and Communities (ISO TC 268 mirror committee). Dr Brynskov is associate professor, PhD, in Interaction Technologies at Aarhus University in Denmark, director of AU Smart Cities and DITCOM, Centre for Digital Transformation of Cities and Communities, founder and co-director of the Digital Living Research Commons, director of the Digital Design Lab, and fellow at the Center for Advanced Visualization and Interaction (CAVI). Dr Brynskov is coordinator of the European IoT Large Scale Pilot on Smart Cities “SynchroniCity”, and the European project New Generation Internet of Things “NGIoT”. He is a global expert, speaker and advisor on IoT and smart cities with a human-centric focus.

Ruth Buckley

Ruth BuckleyRuth is currently Deputy Chief Executive and Head of Information & Communication Technology (ICT)  and Business Services for Cork City council a large urban local authority in southern Ireland which serves a diverse population of 230,000 people.   She has worked in a variety of change management and strategic leadership roles over a 30-year period in both the private and public sector.

Over the last 10 years Ruth has held a number of leadership roles in other organisations including, Vice president of the Major Cities of Europe, Chair of the Heads of Information Systems Liaison group, Director of I Wish and current as a founding member of the Cork Smart Gateway. The gateway is collaboration between Tyndall Research Institute, Nimbus and both Cork local authorities. www.corksmartgateway.ie, Ruth is also a founder member of the Water systems and services innovation centre based in Nimbus.

In 2015 Ruth co-founded the ‘I wish’ not for profit organisation with two business women, Caroline O’Driscoll Partner with KPMG and Gillian Keating Partner with RDJ. See www.iwish.ie . This year over 4000 transition year students attended two events (Cork and Dublin) designed to introduce young girls to careers opportunities in Science Technology Engineering Maths (STEM) via an interactive exhibition featuring STEM employers and role models.

Konstatinos Champidis

Konstatinos ChampidisKonstatinos Champidis is responsible for the digital transformation of the city of Athens. After a distinguished initial career in engineering within the private sector, he spent two years as a special advisor to the Mayor of Athens, actively participating in the development of “Digital Agenda 2020” for Greece. From October 2014 until today, he has been the Executive Member of the Board of Directors of DAEM. From January 2015 to February 2017, he served as Administrator of the Mayor’s “Project Management Tool” and advised him. Then, in February 2017, he became the first Chief Digital Officer of the City of Athens. Konstantinos, released the city’s “Digital Roadmap” on January 2018, which includes all the digital initiatives for Athens. He enjoys cycling and listening to classical music. He is married and has a wonderful 6-year old daughter.

Peter Corcoran is an academic, entrepreneur, industry consultant, expert witness and prolific inventor. He has 30 years experiences as a Professor in Electrical & Electronic Engineering at the National University of Ireland Galway and was elevated to IEEE Fellow in 2010 for contributions to digital camera technology. He has more than 300 published research & technical articles with a Google Scholar h-index of 56. He was a co-founder of FotoNation (www.fotonation.com), now a key business division of Xperi corporation (www.xperi.com) and is a named inventor on more than 250 granted US patents. Currently he is director of the Center for Computational, Cognitive and Connected Imaging (C3I) and heads up a group of 15+ researchers in advanced AI and Computer Vision techniques for embedded systems. He also consults for industry as an expert witness and advisor on Intellectual Property development and strategy.

Brian Donnellan

Brian DonnellanProf. Brian Donnellan is Vice-President of Engagement and Innovation in Maynooth University.  He is also Professor of Management Information Systems and Academic Director of the Innovation Value Institute (IVI) in that university. He is Co-Principal Investigator in the Irish Software Research Centre (Lero), where he is leading research projects on Smart Cities and Business Model Innovation and is a Funded Investigator in several other Science Foundation Ireland research centres. Having facilitated the formation of the All Ireland Smart Cities Forum, Brian is now its’ Chairman.  Prior to becoming an academic, he spent 20 years working in the ICT industry where he was responsible for the provision of Engineering Information Systems to support New Product Development.  Brian has been guest and associate editor of several leading academic journals and has published widely on IT Innovation.

Adam Drobot

Adam DrobotDr. Adam T. Drobot is a technologist with over forty years of experience in industry, the public sector, and in research. Today his activities include strategic consulting, start-ups, and participation in industry associations and government advisory bodies. He is the Chairman of the Board of OpenTechWorks, Inc. a company specializing in open source software. Previously he was the Managing Director and CTO of 2M Companies in Dallas, TX, from 2010-2012, and President of the Applied Research and Government Business Units at Telcordia Technologies and the company’s CTO from 2002 to 2010. Prior to that, Adam managed the Advanced Technology Group at Science Applications International Corporation (SAIC). He also served as the Senior Vice President for Science and Technology as part of his 27 years of service at SAIC from 1975 to 2002.

Adam has been the principal or key participant in the development of several large, scientific and engineering code systems and software for managing the design and production of complex platforms. He has published more than 100 journal articles, and is a frequent contributor to industry literature. He currently holds 26 patents. Adam is a member of Several Corporate Boards, and the FCC Technology Advisory Council. He is on the Board of the Telecommunications Industry Association where he has Chaired the TIA Technology Committee. He is the 2007 recipient of IEEE’s Managerial Excellence Award. For the IEEE he has Chaired IEEE Employee Benefits and Compensation Committee, the IEEE Awards Recognition Council, served as a member of the IEEE Awards Board. During 2017 and 2018 he chaired the IEEE IoT Activities Board that oversees the multi-society IEEE IoT Initiative. He holds a BS in Engineering Physics from Cornell University and a PhD. in Plasma Physics from the University of Texas.

Arik Elberse is the Global Director and Industry Principal for Cisco’s IoT Smart Cities Solutions.  He is responsible for leading end-to-end, innovative and flexible Smart Cities and Connected Roadways solutions, by leveraging Cisco’s market leading Intent-Based Networking, IoT Networking and the Cisco Kinetic for Cities platform, as well as a broad selection of eco-system partners.

Arik’s previous Cisco responsibilities have included Director of Collaboration Systems and Solutions Engineering and Architecture and Director of Product Management for Video and Desktop Unified Communications. He has 25+ years’ experience in ICT and prior to joining Cisco in early 2007 held a variety of senior positions, incl. CTO for Contact Center and Multimedia Applications with Nortel (now Avaya).

Lindsay Frost is Chief Standardisation Engineer at NEC Laboratories Europe GmbH, chairman of the ETSI ISG CIM group for Context Information Management, Board member of ETSI, and ETSI delegate to the Sector Forum for Smart and Sustainable Cities and Communities as well as delegate to a sub-group of the Digitizing European Industry activity. His previous roles included board member of HGI, co-chairman of HGI Smart Home group, Chair of ETSI TISPAN WG5 Home Networks, Chair of WFA Mobile Convergence group. Thomas Hermsdorfer is Founder and CEO of SET Technology GmbH. He founded SET in 2007 and graduated in Business Administration. Thomas has had a long-standing career in business consulting, strategy development and technology consulting.

For 15 years, he served as a congressman for the Free State of Saxony and was involved in the State’s technology strategy and infrastructure. He led the parliamentary committee for Science, Universities, Media and Art over a period of several years. As such, he was they core university liaison and responsible for science policy. Both fields are regulated on a state level in Germany.

As a member of the Committee for Economic Affairs and Labor a key focus was on the creation of new economic reality in Saxony, one of the new German federal states after reunification. During Thomas’s political service, new business incubators were successfully established in Saxony as a link between R&D and the regional economy.

Mingming Liu

Dr Mingming Liu is a data scientist within Innovation ExcMingming Liuhange, IBM Ireland. He has many years of experience in machine learning, data science, centralized & distributed control and optimization theories with strong links to electric, hybrid vehicles and IoT in the context of smart grids, intelligent transportation systems and smart cities. Prior to IBM, he was employed as a postdoctoral researcher then a senior postdoctoral researcher with the control and decision science research group at University College Dublin, Ireland, where he spent almost three years working on both EU and SFI funded projects, including Green Transportation and Networks (SFI) and Enable-S3 (H2020). He is currently involved in several EU H2020 funded projects at IBM, and his works mainly focus on leveraging the state-of-the-art machine learning, deep learning techniques, as well as advanced control & optimization solutions for practical and challenging problems arising in the industry.

Mingming received his B.Eng. degree with first class honours from the Dept. of Electronic Engineering at the National University of Ireland Maynooth in 2011, and then the PhD degree in Applied Mathematics from the Hamilton Institute at the Maynooth university in 2015 with his thesis entitled “Topics in Electromobility and Related Applications”. He is an IEEE member and an active reviewer in the fields. He has published over 20 papers to date, including top-tier journals such as “IEEE Transactions on Smart Grid”, “IEEE Transactions on Intelligent Transportation System”, “IEEE Transactions on Automation Science and Engineering”, and “Automatica”.

Christian Maitre

Christian MaitreChristian graduated as a Computing & Telecom Engineer, and in the early 90s started working for a software company (Steria) to develop standard of interconnectivity between banks and large accounts. He moved to London to build the international projects for Young & Rubicam, a well-known Advertising company, and then onto New York at the WWHQ to develop the first corporate Intranet. Back in France we took the position as CIO of the Young & Rubicam group. Following this he became CIO for IBM software group/Lotus France, developing lots of new concepts with the rise of Internet.

in 2000 Christian joined a small French internet company as deputy general manager in charge of Operations, reshaping all their operations and supporting new innovation for business (one of the main multimedia service providers in France). The company was acquired by Orange in 2006, and he became VP for Operations for Orange Business Services (the enterprise branch of Orange). He then spent 7 years in the Orange group as Deputy CIO in charge of IT modernisation for the whole group. Now he is Director of the Global Operations Transformation for countries in the Orange group, working on new digital paradigms for network, service platform and IT contexts.

Christian is an expert in Smart Cities, with many awarded catalyst projects that standardise a city’s digital journey.

Francesco Mazzola

Dirk Pesch is a Professor in the School of Computer Science and Information Technology at University College Cork in Cork, Ireland. Dirk’s research interests focus on architecture, design, algorithms, and performance evaluation of low power, dense and moving wireless/mobile networks and services for Internet of Things and Cyber-Physical System’s applications and interoperability issues associated with IoT applications. He has over 25 years research and development experience in both industry and academia and has (co-)authored over 200 scientific articles. He is involved in a number of Irish national collaborative research centres, the CONNECT Centre for Future Networks and the CONFIRM Centre for Smart Manufacturing. He has also been active in many EU funded research projects, having coordinated the FP7 SCUBA and GENiC projects focused on smart building and data centre energy efficiency. Dirk is on the editorial board of Springer’s Wireless Networks and the International Journal of Distributed Sensor Networks and contributes to international conference organization in his area of expertise. He is a senior member of the IEEE and a member of the ACM. Dirk received a Dipl.Ing. degree from RWTH Aachen University, Germany, and a PhD from the University of Strathclyde, Glasgow, Scotland, both in Electrical & Electronic Engineering.

Virginia Pilloni

Virginia PilloniVirginia Pilloni is an Assistant Professor at the University of Cagliari. Her main research interests are focused on Internet of Things and Wireless ad-hoc networks, with particular attention to the improvement of their performance through task allocation. She received her PhD in Electronic and Computer Engineering with Doctor Europaeus mention from the University of Cagliari in 2013. From November 2011 to April 2012 she was a visiting PhD student at the CCSR at the University of Surrey. Talk Title:  Efficient Task Allocation for Resource Management in IoT: Objects Cooperation from Mobile CrowdSensing to Smart Buildings

The Internet of Things (IoT) is characterized by heterogeneous objects that dynamically cooperate and make their resources available, with the aim of achieving a common objective. Thanks to the pervasive spread of smart objects, the IoT is expected to offer amazing improvements in collecting, processing and distributing information. With the aid of context awareness technologies, objects will gain the intelligence to provide information on their status and acquire data from other objects. This entails that devices will implement a certain level of logic to coordinate in the execution of collaborative actions so as to optimize the management of their available resources (e.g. lifetime, storage, processing capabilities) and improve the system reliability.

The objective of this talk is to analyze the opportunities and challenges related to efficient task allocation for optimal resource management in IoT scenarios.  The talk will first introduce the technologies that can be used to address the IoT challenges that affect resource management. It will later focus on the main approaches proposed by the literature for the deployment of applications to IoT objects. The talk will discuss how the analyzed approaches address the problem of optimizing different resources, and which constraints are considered in order to satisfy quality requirements. Accordingly, the application of these approaches to some typical IoT scenarios, such as Mobile CrowdSourcing (MCS) and Smart Buildings, will be investigated.

Jeffrey Voas is an innovator. He is currently a computer scientist at the US National Institute of Standards and Technology (NIST). Before joining NIST, Voas was an entrepreneur and co-founded Cigital that is now part of Synopsys (Nasdaq: SNPS). He has served as the IEEE Reliability Society President (2003-2005, 2009-2010, 2017-2018), and served as an IEEE Director (2011-2012). Voas co-authored two John Wiley books (Software Assessment: Reliability, Safety, and Testability [1995] and Software Fault Injection: Inoculating Software Against Errors [1998]. Voas received his undergraduate degree in computer engineering from Tulane University (1985), and received his M.S. and Ph.D. in computer science from the College of William and Mary (1986, 1990 respectively).   Voas is a Fellow of the IEEE, member of Eta Kappa Nu, Fellow of the Institution of Engineering and Technology (IET), Fellow of the American Association for the Advancement of Science (AAAS), and member of the Washington Academy of Sciences (WAS).
